The purpose of the Budget Director role within the Office of Higher Education is to oversee the development and management of the agency's budget, guaranteeing an alignment with organizational goals and objectives. This involves reviewing accounting, budgetary, payroll, procurement and fiscal activities necessary to ensure the agency’s budgets function at a high level and fulfill all legal and compliance requirements. The Budget Director reports to the Chief Financial Officer (CFO) and collaborates closely with various stakeholders, including department managers, program managers and external agencies, to coordinate budgetary activities and ensure compliance with regulatory requirements. Collaborating with the CFO, the Budget Director assists in developing annual and biennial budgets, facilitates budget submissions and manages budget implementation. The Budget Director plays a crucial role in maintaining the agency’s financial stability and effectiveness. An employee in this class should possess strong analytical and negotiation skills, attention to detail and the ability to communicate effectively with diverse stakeholders. Additionally, they must demonstrate proficiency in budget development, financial analysis and regulatory compliance to effectively fulfill the responsibilities of the Budget Director role.
Minimum Qualifications
To facilitate proper crediting, please ensure that your resume/application clearly describes your experience in the areas listed below, and indicate the beginning and ending month and year for each job held:
Three (3) years of experience preparing monthly and yearly financial statements.
Three (3) years of budget experience with a wide range of funding sources such as; state appropriations, federal funds, grant funds.
Experience in Minnesota's Statewide Integrated Financial Tools (SWIFT), or a similar large and complex financial accounting or ERP system.
Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Boards (GASB).
Strong oral communication, written communication, interpersonal, project management and problem-solving skills.
Ability to prioritize work responsibilities, manage a variety of tasks and meet deadlines.
Experience with computers and software applications (i.e. Microsoft Word, Excel, PowerPoint, Outlook or similar applications) sufficient to create and interpret quality work products or staff, reports, spreadsheets, budgets, databases, and correspondence.
Preferred Qualifications
Two (2) years of experience with the State of Minnesota Biennial Budget process.
Experience with the Legislative Budget Office (LBO) Fiscal Note process.
Experience with preparing and negotiation a federal indirect cost rate with a cognizant agency in compliance with 2 CFR Part 200
Physical Requirements
Ability to position self and move sufficiently to perform repetitive tasks.
Maintain a stationary position for long periods of time.
Ability to carry up to 20 pounds of weight on an infrequent basis.
