Aston Carter Finance Manager in San Francisco, California

Job Description:

Leading Non-profit Research Institution is seeking a Finance Manager to fill in for a replacement position as the Grant Administrator for QBI, providing high level analysis of financial activities for several large multi-PI Center grants. You will ensure a complete and accurate collection of research management administration data at all stages of the contract and grant life cycle. The position will independently oversee award reporting and closeout and monitors compliance with award guidelines along with federal, state and university spending policies and implementing changes as required.

The ideal candidate will have 8 yrs of Finance experience working with budgets and grants. As this role involves developing, interpreting and implementing financial concepts for financial planning, resource planning (dollars), and control of organizational budget. Will analyze and prepare recommendations for financial plans, including annual resource allocations, future requirements, and operating forecasts.

Under QBI, this position will perform all managerial finance and administration tasks to support the infrastructure, a portfolio of over $40 million in annual federal funding and $6 million in non-sponsored funding, train and develop the QBI team, and support executive management in their stead. This position will support the QBI Chief Operating Officer and their various projects, and make financial decisions in the absence of the Chief Operating Officer. This position will play a strong role in the development of collaborations, MOUs and relationship building for the institute on the administrative side and as a liaison to the UCSF legal entities. The position will all have direct oversite and approval authority for QBI’s purchasing (BearBuy & P-Card), expense reimbursement (MyExpense), journals and cost-transfers (PeopleSoft) and personnel funding changes (UCPath). Involves developing, interpreting and implementing financial concepts for financial planning, resource planning (dollars), and control of organizational budget. Will analyze and prepare recommendations for financial plans, including annual resource allocations, future requirements, and operating forecasts.

Responsibilities:

Coordinates and facilitates the gathering of budgetary and resource requirements information during planning stages, such as the annual budgeting process and new proposal applications for federal, non-profit and industry grants.

Manages the budget development in collaboration with the management team for the Department and with participating labs from other units.

Supervises activities associated with creating, maintaining and reporting on the operational and capital budgets and budget processes, academic and staff budgeted FTE, the performance of financial planning (including problem definition, forecasting, data collection, development of alternative solutions), the performance of human resources FTE planning (position management, staffing forecasting, data collection), development of policy or action recommendations in the areas of budget, finance and human resource planning, and report preparation.

Gathers, analyzes, prepares, and summarizes recommendations for complex financial and / or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. This includes multiple analysis for: Programmatic budgets for multi-PI “Center” grants, business development, financial partnerships with external institutions.

Acts as the lead Grant Administrator for QBI, providing high level analysis of financial activities for several large multi-PI Center grants.

Working directly with the QBI Director, Chief Operating Officer and Science Director to align budgetary decisions with scientific scope and performance.

Through subordinates, managing the funds flow of Center Grant budgets to participating labs. This includes tracking of monthly expenditures, using trend analysis to inform communications with co-investigators and their associated post-award analysts when awards have significant over/underspending or when unallowable transactions occur. Managing the inflow of monthly invoices from subcontracts with outside institutions, insuring timely review and approval for payment and posting.

Additional Skills & Qualifications:

8+ years of finance experience, 3+ as a lead, manager or supervisor

MBA in Finance

Pre-Award, Post-Award grant management

Academic research institution experience

Work Environment:

100% on-site in San Francisco, CA Monday-Friday.
