Job Overview

The Canada Emergency Business Account (“CEBA”) program was launched in April 2020 to support businesses during shutdowns related to the COVID-19 pandemic. Through the funding phase of the program, approximately 900,000 Canadian businesses received CEBA loans of between $40,000 and $60,000. As interest has commenced on outstanding CEBA loans and the repayment deadline for certain CEBA Loan Holders has now passed, the CEBA Program is moving into the collection phase and the Special Account Management “SAM” team will be working with a third-party vendor to manage loans where the Loan Holder is the subject of an insolvency proceeding and where a referral related to suspicion of questionable business practices is received (also referred to loans integrity).

This role will contribute to the success of the EDC CEBA program and play a critical role in the insolvency management and loans integrity process. The ideal candidate will operate comfortably within a fast-growing environment while managing and delivering a highly effective and scalable results.

Join our team to play a crucial role in the collection phase of the Canada Emergency Business Account (CEBA) program, which has been vital in supporting Canadian businesses during the COVID-19 pandemic. This role focuses on managing insolvency proceedings and ensuring the integrity of loans, collaborating with both internal teams and external vendors to deliver effective solutions. We are also interested in building a pool of candidates for future vacancies on the CEBA team.

The selected candidate will be responsible for the day-to-day monitoring of insolvency and loan integrity related tasks that include but are not limited to review and approving loan write-off recommendations, being the first point of escalation for our third-party vendor, preparing reports, completing tasks that cannot be done by our third-party vendor, etc.

Key Responsibilities

  • Work collaboratively with Special Account Management lead for workload management, situations that require escalation, and reporting for leadership.

  • Develop third-party relationship with vendor to:

  • Takes prompt action to review recommendations from third-party vendor on next steps for insolvencies and loan integrity cases, including identifying and seeking guidance on more complex cases. ​

  • Adhere to Special Account Management team processes and procedures, including identifying and addressing continuous improvement opportunities.

  • Complete assigned portfolio management activities

  • Day-to-day monitor of progress of ongoing cases

  • Review and complete loan write-off recommendations from third-party vendor.

  • Assist in the completion of filing a proof of claim, where required.

  • Manage incoming paper mail for the CEBA Program.

  • Engage with internal and external stakeholders to solve issues promptly, ensuring effective outcomes for all involved.

  • Prepare various data and analytics reports to assist in identifying key themes and monitor trends on portfolio and other benchmarking exercises.

  • Identify and evaluate risks, issues, dependencies, and constraints with the goal of developing and implementing solutions to overcome these.

  • Consider risks, internal controls and compliance as part as day-to-day activities and adhere to policies and procedures

Skill, Education and Experience

  • Undergraduate Degree in Business Administration, Finance or other related disciplines

  • Have a minimum of 2-4years of business experience in large, matrixed organizations

  • Knowledge of Canadian bankruptcy and insolvency process

  • Excellent problem-solving skills and capable of making sound business recommendation where there are areas of ambiguity

  • Excellent organization and time management skills with ability to take initiative and collaborate effectively across teams.

  • Ability to collaborate and influence

  • Proficient with MS Office – Advance Excel and PowerPoint skills with sound data management abilities

Assets

  • Strong analytical skills with excellent attention to details

  • Excellent written and verbal communication skills with ability to present complex information in a simple and clear manner.​

  • Ability to function in both official languages (French and English).

  • Basic understanding of CEBA program

Location

  • Export Development Canada is a hybrid work environment.

  • This role may be performed from EDC’s head office in Ottawa.

Salary Range

  • Underwriter 15: Salaries are based on qualifications and experience and typically range from $62,336 - $83,116 plus an incentive bonus
