Basic Eligibility For A Position With The NRO

    Where You Will Work

    The National Reconnaissance Office (NRO) Systems Engineering Directorate (SED) leads the end-to-end integration of space, ground, operations, launch, and technology insertion activities for the NRO to ensure mission success of the Nation’s reconnaissance satellite systems on behalf of the Director of the NRO.  Intelligence provided by space reconnaissance platforms delivers unique information to national leadership and tactical components in support of national security objectives.  National space systems are undergoing significant enhancements to improve collection and manage a dynamic threat environment. SED is leading the NROs transition to model-based system engineering (MBSE) and digital engineering (DE) to deliver digital models more effectively accounting for new platforms, addressing unique collection requirements, making architectural adjustments and launching systems on shorter timelines.  If you want to be a leader of a generational evolution within the NRO, this job can be game changing for you!

    SED’s Office of Digital Engineering (ODE) provides foundational elements of NRO’ Digital Engineering  Enterprise including developing and managing a cloud based digital environment; engineering and configuring software tools, applications and processes required for the system engineering community; and managing engineering data at the enterprise level.  ODE also develops, maintains, and manages digital models of NRO systems that provide NRO program offices and senior decision makers enterprise system performance and acquisition analysis. ODE staff develops and manages descriptive modeling governance, best practices, data management, and model management activities all utilizing the digital engineering platform.

    SED is seeking an innovative and motivated officer to serve as a Digital Engineer – Model Federation, within ODE, r esponsible for overseeing the NRO’s Model Federated Framework, housing all architecture and system-level descriptive models, guiding development of capabilities in support of NRO model-based objectives. The position supports the development and use of systems engineering and digital engineering descriptive models to meet NRO digital engineering strategic goals.  Works collaboratively with other leaders in ODE, SED, and the NRO Enterprise to help ensure the NRO delivers mission critical capabilities to the Intelligence Community.

    What You Will Be Doing

     

  • Develops innovative digital engineering methods, processes, and tools to advance the state of the practice of digital engineering within the enterprise.

  • Manages the NROs descriptive modeling Federated Framework; ensures interconnected models support acquisition lifecycle activities

  • Evaluates the value and applicability of new or improved technology, strategies, trends, or applications in digital engineering and model-based systems engineering training.

  • Manages daily programmatic functions, interfaces with mission partners across the IC and DoD, reaches out to users to ensure proper program support. Oversees work effort of assigned FFRDC and SETA staff.

  • Serves as subject matter expert for assigned projects. Responsible for performing various technical and advisory functions relative to the personnel assigned to the particular project segment.

  • Briefs senior management through each project development cycle. Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise.

  • Performs other duties as assigned.

    What You Need

     

  • Knowledge of the principles, concepts, and methodologies of engineering disciplines or knowledge of mathematics, physics, physical sciences, statistics, operations research, and computer science to perform assigned duties and responsibilities.

  • Excellent interpersonal relationships to work with project/program teams in the implementation of NRO wide programs. Uses interpersonal skills, to persuade and gain concurrence from both internal and external organizational personnel in order to implement new innovative courses of action.

  • Excellent oral and written communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent the organization in interactions with other organizations.

  • Demonstrated ability to manage competing priorities, multiple tasks, and work requirements by continuously analyzing available resources against ongoing work.

  • Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing written products with emphasis on clear organization, and concise, and logical presentation to include an assessment or recommendation supported by data or research.

  • Familiarity with systems engineering principles and architecture.

  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.

    Desired Qualifications

     

  • Sound understanding of intelligence satellite systems

  • Experience with model-based systems engineering or digital engineering approaches

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform  and is typically in or directly related to the duties of the position as described above.

    Other Information

     

  • Baccalaureate or Graduate Degree: technical or scientific field (STEM) such as engineering, physics, physical science, chemistry, mathematics, statistics, operations research, engineering management, or computer science. Individual occupations have specific educational requirements but a STEM degree is prerequisite for all. Actual degree and courses required will be determined based on qualification of individual for the position.

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

  • Financial Disclosure: Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

  • DAWIA: This is a Defense Acquisition Work Improvement Act (DAWIA) position: Employees Grades 13 designated in Non-Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Practitioner-5 years) after accepting the position. Employee shall maintain, a minimum of 80 Continuous Learning Points every 24 months via the services acquisition management system.     Salary

    2024 salary range for the Washington, DC area:

    GG-13: $117,962 - $153,354

    **This position is a Full Performance Level DCIPS position.     Trial Period

    All new DCIPS employees (https://dcips.defense.gov/) will be required to serve a 2-year trial period.
