Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The incumbent of this position will be responsible for various functions which support workflow, user access, and data maintenance for the agency’s financial system. This includes:• Assigning procurement and travel credit cards to users and reconcilers/approvers to cards;• Controlling assignment of system roles, with the ability to reset user passwords lock and unlock user accounts;• Understanding and troubleshooting workflow; providing support for transaction misroutes;• Collaborating with staff throughout the agency to translate the business needs for transitioning to the Statewide Financial System (SFS);• Documenting the future or “to-be” state of agency financial business processes/functions and create process models describing functions;• Developing training material related to SFS implementation for users;• Writing procedure manuals and documenting business process deficiencies requiring resolution during or after implementation.The position requires the ability to work effectively with a variety of stakeholders, including representatives of other Department program divisions and other State agencies. The incumbent must be highly organized, detail-oriented, and have the ability to prioritize.
