The Office of Economic Development and International Trade (“OEDIT”) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities in the State of Colorado. Description of Job

NOTE: The position offers full-time term-limited employment as an exempt, at-will State of Colorado Employee with an anticipated duration through December 2026, with the possibility of extension based on available funding.

The following provides a high-level job definition. It is not intended to provide a comprehensive or exclusive list of job duties. As such, job duties and/or responsibilities within the context of this job requisition may c hange at the discretion of the employee’s direct supervisor.

OEDIT is in the process of developing a consistent grants and compliance culture. The OEDIT Senior Grant Compliance Manager would lead creation, implementation, and management of an agency-wide grants process. This role will assist with both pre- and post-award grant management as well as external-facing grant programs. The Senior Grant Compliance Manager will be responsible for embedding robust compliance and monitoring processes throughout OEDIT’s grant portfolio with a particular focus on federal American Rescue Plan Act (ARPA) and State Small Business Credit Initiative (SSBCI) funds, ensuring programs comply with relevant federal and state regulations, and managing third-party compliance monitoring efforts. The role reports to the Operations Director.

Duties and Responsibilities:

  • OEDIT Grant Program Development & Management

  • Create OEDIT agency-wide grant strategy, procedure, and process documents (i.e. grantee facing materials, rubrics, budget templates, report templates)

  • Facilitate and create technical assistance materials for multiple external stakeholders (grant applicants, and grant recipients)

  • Maintain a database of all OEDIT’s grant programs

  • Review pre-RFP documentation to ensure new grant programs are following agency procedures and have rubrics

  • Create and administer intake process for awarded grant funds in collaboration with OEDIT Accounting & Budget teams

  • Assist with award management, allowable cost reconciliation, compliance, budgeting, reporting, and closeout of externally funded projects

  • Management of grant appeals process and remedies

  • Conduct financial reviews, desk audits, and site visits as necessary for each program

  • Develop resolutions related to findings or concerns identified within programs or grantee organizations

  • Facilitate an office-wide grants managers group which provides ongoing training to grant managers and provides a forum for financial and program grant managers to share and collaborate on best practices in grant management

  • OEDIT Federal Funds Management

  • State and Fiscal Recovery Funds (SLFRF) Management

  • Serve as a subject matter expert on the requirements of:

  • American Rescue Plan Act (ARPA)

  • US Treasury Coronavirus State and Local Fiscal Recovery Fund Final Rule (SLFRF)

  • Title 2, Part 200 of the Code of Federal Regulations (2 CFR Part 200)

  • Establish and maintain effective compliance monitoring of active projects across the project lifecycle, embedding compliance processes in program selection, design, implementation, and evaluation

  • Provide technical assistance and support across OEDIT divisions and to external sub-recipients in understanding and complying with the federal funding requirements including analyzing programs utilizing multiple funding sources to inform a duplication of benefits procedure

  • Assist the Accounting and Budget teams in preparing U.S. Treasury regulatory reporting and ensure submission deadlines are met

  • Work closely with OEDIT program and accounting staff and the Governor’s Office in the close-out of SLFRF programs

  • State Small Business Credit Initiative (SSBCI)

  • Partner with OEDIT’s Venture Capital Authority (VCA) and Colorado Housing and Finance Authority (CHFA) to ensure federal and state compliance with the implementation of the State Small Business Credit Initiative (SSBCI) (https://oedit.colorado.gov/colorado-state-small-business-credit-initiative) program.

  • Participate in SSBCI meetings with OEDIT, VCA, and CHFA staff

  • Analyze and audit data from OEDIT’s SSBCI-funded programs in compliance with SSBCI requirements

  • Observe the specific internal controls and policies for the VCA and CHFA programs and ensure these controls and policies are incorporated into their work any regular reports required by SSBCI

  • Prepare memos and policies for use of SSBCI funds

  • Provide guidance to OEDIT program staff on implementing compliance programs

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

Experience should demonstrate expertise in the following areas:

  • BA/BS in Economics, Business, Public Administration, Political Science, Finance, or similar degree or other BA/BS with equivalent work experience.

  • Degree substitution - professional level experience in Economics, Business, Public Administration, Political Science, Finance will substitute a bachelor’s degree on a year-for-year basis.

  • At least five years of relevant grant management, project management, public program support, and/or fiscal management experience.

  • Prior experience with federal and state grant management, sub-recipient fiscal monitoring, and compliance.

  • Experience with managing, monitoring, and reporting requirements for a grant program in compliance with State and/or federal regulations, program policies, and internal controls.

  • Financial and business analysis skills.

  • Strong Microsoft Office and Google Suite skills are required. Ability to quickly adapt to and work with Salesforce and other grant/funding management tools.

  • Highly ethical and focused on achieving fair and transparent process execution in the face of potential public pressure and scrutiny.

  • Ability to understand, design, and manage complex process flows and continually streamline and refine business requirements and workflows.

  • Strong collaborator who builds relationships and partnerships.

  • Ability to work with a wide variety of people while exercising confidentiality and discretion as appropriate.

  • Highly developed oral and written communication skills that include the demonstrated ability to communicate in a clear, concise manner.

    Conditions of Employment

Supplemental Information

Salary Range: $80,000 - $98,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
